Job description

The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organizations within the Movement.

To coordinate GRC project activities in close cooperation with the Yemen Red Crescent Society (YRCS), GRC is currently seeking an experienced Project Manager.

 

Duration: 01.11.2018 – 31.12.2019 with possible extension

 

Location: Sana’a, Yemen and/or Djibouti. (The Project Manager will be based in Sana’a with field visits in the country whenever the security situation allows it. An office structure is also available in Djibouti for remote management if the security situation requires it. Temporary relocation to Djibouti or the establishment of a rotation system are possible.) The GRC security set up in Yemen is coordinated by the International Committee of the Red Cross (ICRC).

 

Program Overview:
Poverty and vulnerability in Yemen are deep-rooted and persistent. In addition, since 2015 the ongoing armed conflict continues unabated and has caused a catastrophic humanitarian crisis. The mission of the Yemen Red Crescent Society (YRCS) is to improve the life and wellbeing of the Yemeni people, within the difficult political and social context, by providing a range of humanitarian services, particularly relief, first aid, health care and social services. GRC is striving to support its Sister Society where possible – through joint programs, exchange of expert knowledge as well as technical and managerial support. Currently, the programmatic focus of GRC is on humanitarian relief and health. In addition, projects in the sectors of food security and livelihoods are being implemented.

The Project Manager will work with the local team and the YRCS on a daily basis, under the line management of the GRC Programme Coordinator in Yemen.

 

Responsibilities and Tasks:
The Project Manager will be responsible for the support, guidance and quality control in planning, implementation and monitoring of all projects and activities of the GRC programme in Yemen. A strong focus will lie on the provision of technical support and capacity building to the Host National Society YRCS.

 

Project Management:

  • Provide technical and managerial support to assess, plan, implement, monitor and report the activities and operations together with YRCS;
  • In close coordination with the local GRC team, enhance the planning, set up and implementation of monitoring activities with a particular focus on beneficiary communication (incl. design of PMER tools where necessary); Monitor and follow up the activities through regular field trips as security situation allows;
  • Follow up on challenges and opportunities for the implementation of planned activities and coordinate the mitigation and adaptation with YRCS and GRC;
  • Report project progress internally and to external donors;
  • Support the development of new project concept notes/ proposals;
  • Support the GRC team in monitoring of financial and operational processes. Ensure that internal and donor-specific quality standards are kept and documented;
  • Through ongoing assessments of the situation, collect all relevant information to enable GRC to submit application for funds where suitable and provide support and input to the development and composition of the German Red Cross portfolio in Yemen in general.

 

Partnership:

  • Maintain a cooperative working relationship with the host National Society YRCS, providing guidance and support in the development of capacities, quality assurance, management and reporting;
  • Facilitate dialogue between different partners and donors, as required;
  • Support the GRC Programme Coordinator Yemen in representing the GRC with the Yemen Red Crescent Society (YRCS), other partners of the Red Cross/ Red Crescent Movement, and other stakeholders or the media, as required.

 

Other:

  • Support the GRC Programme Coordinator in tasks related to the GRC operations, strategy, security and human resources management according to need;
  • Contribute to internal and external communication about the project and the context in general, including visibility in the project activities where possible.

 

Required Skills:
Project Management:

  • Proven expertise in project management;
  • Proven experience in the design and implementation of PMER tools and mechanisms, preferably working with local partners;
  • Proven experience in Monitoring and Evaluation, Accountability and Beneficiary Communication;
  • Professional reporting and proposal writing skills; solid experience with donor-funded projects and working with different donors.

 

Partnership:

  • Proven experience working with local partners, including in an advisory or coaching role;
  • Experience in on the job capacity building and organisational development;
  • Experience of working for the Red Cross / Red Crescent Movement is an asset.

 

Technical Experience:

  • At least 3 years working experience in the field of Emergency Relief, Development Projects in protracted crises;
  • Technical background in a relevant working sector (relief, health, food security), preferably in the MENA region is an asset;
  • Experience with Health Information Systems (HIS) is an asset.

 

Security/Language/ Personal skills:

  • Experience in working in a difficult and volatile security situation;
  • Readiness to work in a high security context and uncertain set up (rotation Yemen – Djibouti) without partner;
  • Oral and written fluency in English is required. Advanced knowledge of German and Arabic language skills are an asset;
  • Excellent communication and negotiation skills (oral and written);
  • Ability to work independently, highly solutions-oriented and as a team member;
  • Ability to work fast and effectively in a multi-cultural environment;
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’;
  • Valid Driving Licence;
  • Flexibility and a high motivation for this post are fundamental.

To coordinate GRC project activities in close cooperation with the Iraqi Red Crescent Society (IRCS), GRC is currently seeking an experienced Head of Office.

Program Overview:

Iraq is suffering from an enormous internal displacement crisis with over 3.3 Mio IDPs dispersed in the country, in addition to over 245,000 Syrian refugees. Since the beginning of the conflict in Syria and the IDP crisis in Iraq, the IRCS was engaged in relief operations. The GRC started supporting the IRCS in its relief activities in September 2014. Since then, the German Red Cross has worked together with the IRCS to provide basic needs and emergency relief, financed by the German Federal Foreign Office (AA), in response to the Mosul crisis. In addition components addressing Community Based Integrated Programming have recently started. While the focus of current funding, set to expire at the end of September 2018, was on IDPs in the Kurdistan Region of Iraq (KRI) and the disputed areas under the KRI authority, future activities focus on Ninewa. GRC will assist returnees in Sinjar and Telafar, as well as the Ninewa branch to recover from the conflict.

Duration: 01.12.2018 – 31.12.2019, with possible extension

Location: Baghdad, with frequent travels to KRI and other regions
Responsibilities and Tasks:
The Head of Office will be responsible for the overall coordination of GRC activities in the different branches of IRCS. She/He will manage the GRC office and staff and take up a key position in facilitating coordination and cooperation with the Iraqi Red Crescent Society and other movement partners, further developing a strategic direction of GRC´s engagement with the National Society.
Representation/Partnership:
  • To represent the German Red Cross in Iraq towards IRCS, the government and other partners (movement components, donors, German Embassy, INGOs, …), including national and international media;
  • To maintain a close cooperation and ensure regular liaison with movement partners and other stakeholders at the appropriate levels;
  • To maintain a co-operative working relationship with the host National Society; providing guidance and support in the strategy development process, OD, quality assurance, management, reporting, gender mainstreaming and finance.

Programme/Strategy:

  • To support GRC delegates in Iraq in coordination and liaison with IRCS, Partner national Societies and other humanitarian stakeholders;
  • To identify new project and partnership opportunities and support their development;
  • To keep a close coordination with the GRC Office in Beirut and GRC HQ.

Other:

  • To manage the office in Iraq, including personnel, security, fixed assets, financial assets and other resources;
  • To support GRC delegates and the local team and the project activities, including implementation, monitoring and reporting, development of new proposals, evaluations and other tasks as required.

Required Skills:

Management/Partnership:

  • Proven experience working with local partners, including in an advisory and coaching role, and engaging in high-level strategic discussions;
  • Solid programmatic, financial and organisational planning skills;
  • Experience in managing a team of expatriate and local staff;
  • Proven abilities in decision making and problem solving- to foresee various options and objectively assess viability to these options;
  • Previous experience of working for the Red Cross / Res Crescent Movement and proven experience in working closely with a RC/RC National Society are an asset.

Technical Experience:

  • At least 5 years working experience in the field of Emergency Relief and Development Projects in protracted crises;
  • Profound experience with donor funded projects, e.g. ECHO, DEVCO, Federal Foreign Office of Germany, Federal Ministry for Economic Cooperation and Development (BMZ);
  • Experience of working in the MENA region is an asset.

Security/Language/Personal skills:

  • Experience in working in a difficult and volatile security context and awareness of the risks associated with this mission;
  • Oral and written fluency in English is required, knowledge of German and/or Arabic is an advantage;
  • Excellent communication skills, resolution skills and intercultural sensitivity, including managing expectations of different stakeholders in a balanced and diplomatic manner;
  • Ability to work independently and as a team member;
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Ability to work fast and effectively in a multi-cultural, complex environment;

Program Overview:

In 2018, the Syria Crisis has entered its eighth year. Approximately 13.1 million people need permanent humanitarian aid. While the crisis is still on-going and life-saving activities still constitute a vital part of the humanitarian response, there are at the same time increasing efforts to begin with rehabilitation interventions of humanitarian infrastructure in some parts of Syria.

The Syrian Arab Red Crescent (SARC) was founded in 1942 and consists of 14 branches
with more than 9,000 volunteers throughout the country. SARC continues to be one of the main providers of humanitarian assistance reaching people with food, essential household items, medical assistance, and providing water and sanitation assistance. SARC volunteers have shown exceptional dedication and courage.

GRC is striving to support SARC where possible – through joint programs, exchange of expert knowledge as well as technical and managerial support. Currently, the programmatic focus of GRC is on humanitarian relief and logistics. In addition, projects in the sectors of livelihoods and rehabilitation are being implemented.
The Head of Office will act as line manager of the GRC delegates in country, under the line management of the GRC MENA Head of Office in Beirut.

Duration: 01.12.2018 – 30.11.2019 with possible extension

Location: Damascus, Syria. The Head of Office will be based in Damascus with field visits in the country whenever the security situation allows it.

Responsibilities and Tasks:
The Head of Office will be responsible for the planning, implementation and monitoring of all activities of the GRC in Syria.
Representation, coordination and liaison:
  • To represent the German Red Cross in Syria towards SARC and other partners;
  • Identify new project and partnership opportunities in close coordination with SARC, GRC Office in Beirut, and GRC HQ;
  • Monitor all relevant socio-political developments in country.

Strategic direction:

  • To support other GRC delegates in Syria in coordination and liaison on project related matters with SARC, other PNSs, and other humanitarian stakeholders;
  • Further develop the GRC Country Strategy and further enhance GRC’s profile in Syria, based on updated relevant technical information about humanitarian needs, resources, stakeholders, and objectives in Syria.

Other:

  • To manage the office in Syria, including personnel, security, fixed assets, financial assets and other resources in accordance with GRC procedures and regulations;
  • To act as Security focal point and liaise with ICRC and other relevant stakeholders;
  • To secure the successful implementation of projects conducted by GRC in the country;
  • To support GRC delegates in Syria in financial and narrative reporting.
Required Skills:

Technical Experience:

  • At least 7 years working experience in the field of Emergency Relief, Development Projects in protracted crises, of which at least 2 in a senior management position;
  • Profound experience with donor funded projects, e.g. ECHO, DEVCO, Federal Foreign Office of Germany, Federal Ministry for Economic Cooperation and Development (BMZ);
  • Experience of working in the MENA region is an asset.
