PERIOD OF PERFORMANCE: Five-Year Period of Performance with possibility to extend in accordance with ADS 309: – Personal services contracts are subject to the five-year limitation in accordance with FAR Part 17. In accordance with AIDAR Appendix J, CCNPSCs are of a continuing nature and expected to be part of a series of sequential contracts, each not to exceed the five-year limitation in the FAR.

STATEMENT OF DUTIES
General Statement of Purpose of the Contract
The Development Program Specialist (DPS) position’s primary purpose is to provide leadership, guidance and overall direction to DPS efforts at Middle East Regional Platform (MERP) and in support of DPS work at and for operating units across the Middle East and North Africa (MENA), with particular focus on the limited- and non-presence programs in Libya, Syria, Tunisia, and Yemen. In close collaboration with Program Officers at MERP and supported units, the Advisor will assist MERP and MENA Mission efforts to improve sector collaboration, strengthen Mission monitoring and evaluation (M&E), and champion and guide organizational reflection and learning opportunities to adapt programming.
Statement of Duties to be Performed
Collaboration (40% Level of Effort)
Serve as a general M&E advisor to the Missions and country office teams in limited- and non-presence MENA countries, particularly Libya, Syria, Tunisia, and Yemen.
Identify tools and means to ensure that learning data are actively used and openly shared with MERP, Bureau and Mission staff and implementing partners in order to inform strategies, project/program/activity designs and implementation.
Identify ways to reduce knowledge sharing barriers across Middle East (ME) bureau footprint, e.g., through application of e-sharing and learning tools, such as outcome mapping.
Oversee identification of opportunities to link USAID’s contributions to the activities of other bilateral and multilateral donors, private sector and nongovernmental organizations, and government counterparts and civil society actors.
Learning (40% of Level of Effort)
Focusing on limited- and non-presence countries, particularly Libya, Syria, Tunisia, and Yemen:
support mission and country office development of monitoring and evaluation plans, scopes of work for assessments and evaluations, M&E calendars and M&E procurement actions.
Support the development of Mission and country office Performance Monitoring Plans (PMPs) that will ensure program activities that contributing to Mission goals.
Support and facilitate technical team actions in setting targets and indicators to be used in project/activity development, planning and reporting exercises.
Provide mentoring, support and on-the-job training to relevant staff.
Help develop or lead the writing of annual Performance Plans and Reports (PPR).
Serve as Contracting Officer’s Representative or Alternate for regional or country-specific monitoring and evaluation mechanisms
Provide guidance to Missions on research design and methodologies, applied research studies, impact assessment, evaluation, knowledge capture and sharing, and application of learning to program and project design and management.
Adaptation (20% of Level of Effort)
Distribute new study designs or techniques that are regarded as major advances that contribute substantially to the furtherance of development goals, or that solve problems of great importance to Missions, the inter-agency or the public.
Based on implementation results, new learning and stakeholder feedback, work to guide iterative course corrections and ensure ongoing and evolving alignment of portfolios with strategy and intended results.
Ensure activity design and program development processes engage a wide range of stakeholders, facilitate strategic collaboration and knowledge exchange, and promote learning opportunities that improve USAID’s understanding of MENA development challenges and promote purposeful application of experiential, codified learning to strengthen USAID’s interventions.
AREA OF CONSIDERATION: External/Internal announcement for Cooperating Country National (CCN). CCN is an individual who is a Germany country citizen or a non-Germany country citizen lawfully admitted for permanent residence in Germany.
NOTE: ALL APPLICANTS MUST HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS TO BE ELIGIBLE FOR CONSIDERATION.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
Education: Applicants for this position are required to hold at least a Bachelor’s Degree in the Social Sciences or a related field (Political Science, International Relations, Economics).
Prior Work Experience: Five to seven years of progressively responsible professional experience in an area related to development and one (1) year experience with monitoring and evaluation in an international non-governmental organization (NGO) or other international organization or government. Ideal candidate will have prior experience designing and implementing monitoring and evaluation activities, leading and/or facilitating learning processes, and preparing documents and reports.
Language Proficiency: Level IV (fluent) in both spoken & written English.
Job Knowledge: Must have a detailed understanding about USAID M&E and CLA policies as well as COR requirements and responsibilities. Must also have a good understanding of the external stakeholder environment to include other donors, educational institutions, civil society organizations. The incumbent will use this knowledge to advise the FSC Director and supported-unit Senior Development Advisors (SDAs) and MERP Program Office accordingly.
Skills and Abilities: Excellent analytical skills to interpret data from different sources. Initiative and resourcefulness to identify and assess complex monitoring, evaluation, learning and adaptation needs; provide sound and viable recommendations on program direction and appropriate technical assistance; and manage contractors and consultants to undertake analysis and program evaluations. Excellent interpersonal skills to develop and maintain a wide range of senior level contacts in donor, USAID, Embassy and civil society circles. Excellent English language writing skills to prepare precise and accurate factual and analytical reports. Skills in using computers and related software in analytical work.

USAID reserves the right to interview only the highest ranked applicants in person or by phone OR not to interview any candidate.
USAID/Frankfurt Human Resources Section will perform the preliminary review (Step 1 above) to eliminate those applications that do not meet the minimum educational and written English language requirements before forwarding the rest Technical Evaluation Committee (TEC) for further review and assessment. Only shortlisted applicants will be contacted.
The Technical Evaluation Committee will review each of the forwarded applications against the established evaluation criteria to develop a shortlist of applicants to be tested and possibly interviewed. Applicants will be contacted for testing (Step 2) and interviews. USAID/Frankfurt HR will conduct the English test. Based on the results of the tests, however, an applicant otherwise identified for interview could be dropped from the interview list.
Following the interview (Step 3) during which the applicant will be evaluated against the established criteria, the TEC will make a preliminary determination of candidates to be considered for employment and forward that list to HR. References may be solicited from current as well as former supervisors in addition to the references you provide in your application package. References will only be solicited for the top rated candidate or candidates.
Based on this final input, the TEC will make its final decision on which candidates to rank order and make a final selection.
The final selected candidates must receive a Security Clearance and Medical Clearance (Health Certificate). USAID will provide details regarding these requirements to the selected candidate. An inability to obtain either the medical clearance or background check will make the applicant ineligible for selection.

As a matter of policy, and as appropriate, a PSC is normally authorized the following benefits and allowances:
Vacation Bonus – 5 percent of the annual basic salary rate of the employee
Christmas Bonus – 7 percent of the annual basic salary rate of the employee
Annual Leave – Up to age 29 – 29 working days Annual Leave; Age 30 and older – 30 working days Annual Leave
Sick Leave – Employees who are incapacitated for duty because of an illness for which they are not personally responsible are entitled to payment of their regular salary for the period of their illness but not to exceed six weeks for any one illness. Another six weeks of paid absence is granted for recurrence of the same illness during a twelve month period if an employee has not been absent because of the same illness for at least six (6) consecutive months.
Social Security Contribution – up to 22 percent of the annual basic salary rate of the employee
